His famous REG utility gave us batch users power over the registry for once and for all.  Check out his site for other great programs.
Dave Navarro's CMD Tools
A nice collection of command line tools, including CLIP, a great utility that lets you put a file into the clipboard from a batch file.
Tim Charron's BLAT Home Page
BLAT lets you send email from the command line.  
RJL Software
Great utilities for controlling the state of CapsLock and NumLock, opening the CD Rom drive, etc.

Has some great shareware and freeware utilities for network admins.

Jackass JoeJoe's Stupid Utilities
Actually, they're not stupid at all.  My favorites are Rename Master and StartRight.  The former allows you to easily rename sequences of files, the latter organizes programs that run on startup.
